Mission Effectiveness Assessment

The Mission Effectiveness Assessment (MEA) is a part of overall organization change management. All programs, projects and systems within the organization are identified through in depth discovery similar to, but broader than the process described in the IT Systems Mission-Risk Audit. 

 

Your organization's Mission and Strategic Goals are aligned to the purpose of all programs, projects and systems order to:

  1. Establish which activities align to the intended mission goal

  2. Establish how activities are performing against intended outcomes

  3. Rank the activities according to their relative contribution to your organization's Mission and Strategic Goals

 

Basic deliverables of the MEA include an electronic inventory of the programs, projects and systems assessed. This can be expanded to include quantified benefits assessment, parametric cost analysis of life cycle cost, mission criticality ranking and / or vulnerability assessment.

IT Systems Mission Risk Audit

More limited in scope than the Mission Effectiveness Assessment (MEA) is analysis to determine if enterprise systems have vulnerabilities that pose various levels of risk to achieving mission. The service has two benefits for the organization - 

​

  1. Determines how enterprise system perform to the requirements of operating units and identifies weaknesses and risks previously unknown

  2. Identifies previously unknown "local" systems developed to serve the needs and priorities of individual operating units

​

This service delivers an inventory all known and previously unknown systems which can be used as the basis for designing a transition program to consolidate systems and gain resource efficiencies through coordinated support. It can also be used to prioritize enhancements to enterprise systems to address identified weaknesses and risks.

Business Case and Portfolio Validation Workshops

​

These one- to three-day education and assessment workshops for government agencies or other organizations to validate investment business cases against their required value propositions. The workshops make use of Amplify™ - a Benefits Realization Management application using visualization techniques that align the technical outputs and deliverables of projects through a value chain to agency mission goals and objectives. It can also pinpoint project outputs and deliverables that do not align to mission.

 

The workshop is introduced with a general overview of the benefits realization approach to set the context. This overview is followed by a focused, hands-on workshop using Amplify in an actual program business case validation setting. The hands-on workshop is designed for a small group - typically no more than five to ten key stakeholders - who have a good working knowledge of the objectives and design of the projects / programs represented by the business cases under study. The length and cost for the workshop depends on the number of business  cases included in the validation. Typically up to three business cases can be validated using Amplify™ is this workshop setting.

 

Deliverables of the exercise include the half-day portfolio value and benefits realization training, benefits visualization Value Chain for the programs assessed, and a report summarizing the validation results, key findings and related risks / concerns.

 

The workshop is customized to a degree for each organization. Information related to specific strategic goals business cases organization and stakeholders is used beforehand to create a unique template that reflects mission goals and objectives. The resulting Value Chain map can simply be used for purpose of the workshop and discarded; or it can be implemented "live" for a pilot evaluation of Amplify™.

Program Benefits and ROI Assessment

This support addresses planning, measurement and management for beneficial program outcomes. Unlike project planning and control - which focuses on integrating scope, schedule and cost management - Benefits Realization Management (BRM) focuses on quantifiable outcomes, cost and timing of when the benefits are realized.

​

The service offering can be provided over the life of the program, or for any of the four principal phases in the BRM process:

​

  • Definition - organization goals, stakeholders, and roles

  • Planning - business outcomes and the initiatives required to realize them

  • Monitor - track and measure key indicators of progress toward desired outcomes

  • Evaluate - current status, trends to date, and forecast outcomes vs the baseline

​

The approach can be applied using generic analysis tools, however this offering is designed to work most effectively with the Amplify™ BRM support application software.

Change / Transition Management Planning

​

Services to convert the strategy and architecture for business change and the resulting benefits into a plan of action. The deliverables include an integrated plan for activities and resources to transition from current operational state to the desired state.

 

The support relies on establishing a program summary work breakdown structure to serve as the basis for assigning responsibilities and aligning scope of work. The transition baseline plan requires prioritizing activities and resources, identifying dependencies and timelines to establish an achievable baseline plan of action. Dependencies, timelines and constraints form the basis for risk assessment and impact analysis. 

Program Execution Support (PES) Services

The objective of PES Services are designed to assist the effective monitoring and management of the program toward its desired outcomes in terms of benefits, cost and time. Maintaining visibility of the actual situation, and the trends that were followed to arrive at the current situation are key to informing the need for, and type of corrective actions required to manage for success.

PES Services comprise six areas of activity necessary to establish a thorough picture of the program's health:

  • Change Management and Baseline Maintenance

  • Measurement and Status Update

  • Situation Assessment and Analysis

  • Trend Assessment and Analysis

  • Forecast Assessment and Update

  • Risk Assessment and Update

PES Services involve reporting in all of these functional areas, however the BMLLC approach emphasizes maintaining good information for decision-making - not necessarily complying with a particular reporting format. If that is also part of the requirement, then this can be added. However experience has proven over and over that tailored approaches work best.
