MEA Description

A Mission Effectiveness Assessment (MEA) isa focused set of activities using proven methods and analysis techniques to rapidly assess critical Agency functions, organizations, systems and resources in relation to its core mission and objectives. An MEA establishes a facts-based foundation of the as-is organization to serve as a baseline for identifying targeted efficiencies that bring about improvements in effectiveness and cost management. This is critical to ensure that cost reductions and Agency restructuring is done in a way that preserves the ability to perform to Mission and meet strategic goals.

MEA processes have been successfully applied to identify redundancies, resource inefficiencies and waste. Targets include outdated processes and systems, redundant processes and systems, most appropriate staffing solutions to execute the mission, and total cost of operating. Our processresults are available in six months or less in a comprehensive inventory cataloguing the functions, systems and resources being used. MEA provides the means to rank functions, systems and services according to critical risk factors and value factors related to achieving Agency Mission.Such ranking is the basis for establishing the most appropriate thresholds for measuring accountability, and assist in the establishment of measurable standards to respond to Presidential / OMB mandates.
